Winds of Change invites community members to review the document and provide comments to Margaret Forbes, Community Alcohol Policy Coordinator, Winds of Change: mforbesbc@gmail.com

If you are an event producer, volunteer, service group member, tourism operator, or involved in sports, recreation, fundraising, health services, working with youth, government or law enforcement, or work in or manage a publicly owned facility, the draft CAP is probably of particular interest to you.

Currently, in our communities events like Slow Food Cycle, AugustFest, the Lil’wat Celebration Pow Wow, MADE and the Pemberton Music Festival all attract large numbers of people and operate under a range of special events licencing – some include alcohol sales through an SOL and some do not. Other local events include the Rodeo, Nimby50, Loppets, IRONMAN and baseball and football tournaments – events that are geared towards families and sport, raising the question whether alcohol service or consumption is compatible.

Based on the stakeholder and survey input, a series of recommendations has been drafted.

The Draft CAP is now available for public review until June 25th.  The comments received during this review will be added to the document in a separate appendix.

Community Alcohol Policy survey Summary(2)

The Draft CAP is lengthy, individuals may be interested in skipping to sections that interest them.  It is divided into the following sections:

Pages 5-12 is a summary of community findings from the consultation that included: local research; the community survey; and stakeholder interviews.
Pages 12-16 discuss recommendations for criteria to designate local events and venues as eligible for liquor licensing.
Pages 16-34 describes the policy recommendations for the CAP.  Many of these policy recommendations summarize the current Liquor Control and Licensing Act expectations.  Added to these provincial requirements are prevention and liability/ risk reduction recommendations that have been proven effective in other communities.
Pages 35-37 discuss enforcement recommendations for ensuring the policy is adhered to.
Page 37-40 discuss a recommended implementation and evaluation plan for the policy if adopted.

Once the community has had a chance to review this Draft document it will be presented to Village of Pemberton Council, Mount Currie Band Council and the SLRD Area C Board at a joint meeting this summer.
